The forgotten Syrian civil war has again flared up with the spectacular capture of Aleppo by opposition forces. A complex set of circumstances created the right time for rebels to strike, plunging Syria into an uncertain future and catching President Bashar al-Assad by surprise. The Syrian civil war has been largely forgotten in a new world defined by the COVID pandemic, the Russian invasion of Ukraine and the Gaza conflict. Now it is firmly back in the international spotlight. Status quo before the attack on Aleppo Let’s remember what was happening in Syria before the recent insurgency. Russia and Iran had backed the Assad government, and its forces were in firm control of Syria’s largest cities, Aleppo (the industrial hub and Syria’s second-largest city, with a population of 2 million), Damascus, Homs and Latakia, among others. After the fall of Islamic State (IS) in 2019, IS remnants and just about all jihadist groups and rebels, together with their families, gathered in the northwestern city of Idlib. This doubled its population to 2.7 million, making it Syria’s largest city. Significantly, Idlib shares a large border with Turkey. Turkey has had a military presence in northeastern Syria and controlled a large territory during three successive military operations in 2017, 2018 and 2019. Largely rural northeastern Syria, as well as the Kurdish and Arab majorities east of the Euphrates River, are controlled by the Kurdish People’s Protection Units (YPG), who managed to fend off IS with US support. This region includes much of Syria’s oil and wheat production. The status quo was cemented by a ceasefire agreement brokered by Russia and Turkey in 2020. Now this has been disrupted with a surprise attack on Aleppo by a coalition of rebels and opposition forces. Why did the insurgents attack Aleppo? The forces that participated in the Aleppo offensive are a coalition of various rebels and anti-Assad opposition groups centred in Idlib. The biggest block is Hayat Tahrir al-Sham (HTS), which splintered from Al-Qaeda in 2016. A second large group is the Syrian National Army (SNA), a rebel group supported by Turkey. There are a multitude of smaller armed groups within the HTS and SNA coalitions. Pulling together such diverse groups into a coalition needs an facilitator. It seems Turkey has played this role . Taking advantage of the caretaker status of US politics after the elections, Turkey had the opportunity to give the go-ahead to the Aleppo offensive. Outgoing President Joe Biden is politically weak and hardly in a position to pay attention to Syria. President-elect Donald Trump’s previous Syria policy suggests he would not much care who controls Aleppo. Russian preoccupation with the costly war in Ukraine is another contributing factor. Russia has been struggling to win the war for almost three years, with increasing casualties and cost. Russia is a major supplier of weapons to the Assad government . But just about all Russian military personnel – and most importantly weapons – were concentrated on the Ukraine front. Russia’s distraction, and weakening support for the Assad government, partly explains the opportunity seized by the HTS and SNA coalitions. Iran is another important supporter of the Assad government. It has been under increasing pressure from Israel and the US since October 7 for supporting Hamas and other anti-Israel political elements such as Yemen and Hezbollah in Lebanon. Israel has accused Iran of providing weapons to Hezbollah . Added to this, Iran has had a series of political setbacks. In May 2024, Iran lost its President Ebrahim Raisi in a helicopter crash . In July 2024, Hamas political leader Ismail Haniyeh was assassinated in Tehran. Most recently there have been rumours that Iran’s Supreme Leader, Ali Khamenei, is seriously ill . Iran’s focus on these factors may have diverted its attention from Syria, potentially weakening its support for the Assad government. What seems to be the real driving force behind the Aleppo offensive is Hamas’s surprise attack on Israel on October 7. That attack demonstrated how a well-coordinated and unified surprise operation could yield military results against a significantly stronger force. It is highly likely that opposition groups in Syria used October 7 as a model and rallied to unite disparate groups under one goal: the capture of Aleppo. They took the opportunity caused by the key players in the Syrian conflict being distracted, striking when it was least expected. What might happen now? After their spectacular success in capturing Aleppo, the anti-Assad forces’ morale is high. They will cement their hold in Aleppo. Rebels may even continue their offensive to Hama , the next large city south of Idlib. Turkey will continue to supply the rebels with political support and supplies. Turkey aims to extend its influence in northern Syria through vassal groups of Sunni Muslims, the dominant orientation of Islam in Turkey. Its main objective is to limit and, if possible, reduce regions controlled by Kurdish YPG. Capturing Aleppo from the Assad government is a key step in this objective. While Kurds are not happy with Turkey’s growing involvement in the Syrian civil war, they may prefer to deal with HTS than the Assad government. Kurdish militia have already announced they are withdrawing from Aleppo and will not contest rebels in the city. Assad continues to receive vital, albeit weakened, support from Russia and Iran . Domestically, Assad enjoys backing from key constituencies, including the Shiite-Alawite population and secular-minded Syrians who oppose the establishment of a theocratic state. These groups provide Assad with a critical base of support, which reinforces his regime’s resilience in the face of opposition advances. Assad is expected to intensify efforts to reclaim Aleppo. Even if he ultimately loses the city, he may use the battle as an opportunity to consolidate his hold over other key regions and fortify his power in the territories still under his control. The Syrian civil war remains unresolved as the country fractures into three zones: Turkey-backed Sunni forces in the north, US-supported Kurdish forces in the northeast, and the Shiite-backed Assad government controlling the west and south. Each faction, driven by international and local interests, continues to entrench its hold, deepening the divide and complicating prospects for peace. PESHAWAR: The Governor Khyber Pakhtunkhwa Faisal Karim Kundi has convened an All Parties Conference (APC) on law and order situation in the province in December. The APC would be held at Governor’s House Peshawar next month wherein all political parties of the province would be invited to it, said the KP Governor in a video message issued to media on Thursday. In his message, the Governor KP has said that since assuming his office, he has expressed concerns over bad security situation in the province. In this connection, he said that he had also written a letter to the Prime Minister Shehbaz Sharif and held a meeting with the President Asif Ali Zardari. However, the attitude of the provincial government in this regard is irresponsible as they are utilizing all their energies marching on Islamabad and staging rallies and public meetings for the release of their Chairman Imran Khan and has handed over their province to terrorists. Faisal Karim Kundi said that the provincial government has failed in provision of protection to the lives and properties of the people. Therefore, he said they have decided to convene an APC in the province. Belasco said displacement occurs in some communities, and creating more opportunities that make it possible for residents of that community to stay. “At the heart of this project is representation, which has become a huge issue as of late in terms of having real people’s voices represented in how the government makes decisions. We see this convening as a way to build in more community power over how the city uses data in every aspect of its service delivery,” said Bobbie Fan, MADE (Modern Anti-racist Data Ecosystems) for Health Data Justice project director and part of the Black Equity Coalition’s Data Justice Working Group. The initiative will give the city the ability to understand how to improve these experiences in relation to residential segregation and disinvestment. “We expect that our work will be better, more responsive to the needs of individuals and create opportunities for accountability,” Belasco said. One of the tangible changes will be data, data tools and feedback made available to the public. “The policies (Pittsburgh) City Council makes will then be more closely aligned with our residents,” Belasco said. Tiffany Gary-Webb, professor in the Department of Epidemiology and associate dean for Diversity, Equity and Inclusion at the University of Pittsburgh School of Public Health, is also part of the Black Equity Coalition’s Data Justice Working Group. The Black Equity Coalition has been active since the spring of 2020, said Gary-Webb. Initially, it focused on understanding how the pandemic was affecting Black populations in the area and creating equitable data solutions. “Now our focus has shifted from covid to broader social determinants of health, thinking about neighborhoods, neighborhood change, population change and the built environment,” she said. This includes housing, quality sidewalks and green spaces in neighborhoods and how they affect Black populations locally and across the state. The project also ensures that data collection will not further marginalize certain populations while addressing data privacy concerns. “There is research suggesting that community collaboration has significant benefits,” Gary-Webb said. “Our workshops will teach people how to visualize data, understand data privacy and create plans moving forward.” Mayor Ed Gainey often says that his vision for Pittsburgh is a safer, more welcoming city where residents can thrive and do more than just survive, a city where every resident can accomplish their goals. The project began with recruiting members for the Community Data Justice Collaborative. Many of the discussions will begin in the new year. “It’s not like we are collecting data on permits or something like that. We’re building a process to have conversations about aspects that really affect the community and to make it more inclusive,” he said. Much of the data the city collects is made public through the Western Pennsylvania Regional Data Center . “When we work on building things to share with the public, we also build in feedback to ensure inclusivity in charts, maps and city data,” Belasco said. “Acknowledging that in the past this had not been our approach, we know our limits, and this created the opportunity to do better.” Wallace emphasized that the workshops will help community members learn how to work with technology, collect, interpret and discuss data. “We want to ensure that adults, youth and any community members have access to this training,” he said. “We especially want to make sure that Black women, men and youth are brought into the fold,” Wallace said. NEW YORK (AP) — President-elect Donald Trump’s lawyers formally asked a judge Monday to throw out his hush money criminal conviction , arguing continuing the case would present unconstitutional “disruptions to the institution of the Presidency.“ In a filing made public Tuesday, Trump’s lawyers told Manhattan Judge Juan M. Merchan that dismissal is warranted because of the “overwhelming national mandate granted to him by the American people on November 5, 2024.” They also cited President Joe Biden’s recent pardon of his son, Hunter Biden, who had been convicted of tax and gun charges . “President Biden asserted that his son was ‘selectively, and unfairly, prosecuted,’ and ‘treated differently,’" Trump’s legal team wrote. The Manhattan district attorney, they claimed, had engaged in the type of political theater "that President Biden condemned.” Prosecutors will have until Dec. 9 to respond. They have said they will fight any efforts to dismiss the case but have indicated a willingness to delay the sentencing until after Trump’s second term ends in 2029. In their filing Monday, Trump's attorneys dismissed the idea of holding off sentencing until Trump is out of office as a “ridiculous suggestion.” Following Trump’s election victory last month, Merchan halted proceedings and indefinitely postponed his sentencing, previously scheduled for late November, to allow the defense and prosecution to weigh in on the future of the case. He also delayed a decision on Trump’s prior bid to dismiss the case on immunity grounds. Unionized Starbucks workers protested Christmas Eve, including in Davenport, asking for higher wages. Employees at the Davenport location on the corner of 53rd Street and Elmore Avenue picketed outside the location Tuesday morning, joining in a days long picket that has been making its way across the country. Starting Dec. 20, union workers started protesting at some of the franchise's largest locations in Seattle, Los Angeles and Chicago, with additional locations joining the strike each day since. Starbucks employees picket on the sidewalk next to the 53rd Street and Elmore location on Tuesday, Dec. 24, in Davenport. Starbucks Workers United is advocating for higher, more livable wages. On social media platform X, formerly known as Twitter, the Starbucks Workers United union called it "the strike before Christmas." Among the complaints is that Starbucks is not holding up its end of the bargain by securing livable wages for employees. "Baristas are making the brave decision to strike because Starbucks backtracks on the path forward," a subsequent post read. "We’re protesting Starbucks’ failure to bring viable economic proposals to the bargaining table and to resolve hundreds of outstanding unfair labor practice charges." Alexis Miller, a union barista in Davenport, said the union was able to negotiate a $15 minimum wage last year and yearly raises for employees based on how long they were with the company. "This isn’t a typical union industry, but I would love for people to start seeing the possibilities in that; that everybody deserves better working conditions and higher wages and more autonomy in their work place.” Compensation is one of the most notable differences between unionized and non-unionized workers, as unions are often able to negotiate for higher wages. And as unions’ influence has declined over time, so too has the gap in compensation between union and non-union employee wages. At the height of unionization in the late 1970s and early 1980s, union members made over 30% more per hour than their non-union counterparts. Today, union members continue to earn more than non-union workers, but the gap between the two is just 11%. The new growth in union membership is unlikely to return the U.S. to historic levels of unionization, and union representation will continue to be stronger in some industries than others. Certain sectors of the economy have significantly higher rates of union membership than others, including transportation, utilities, public administration, and education. The COVID-19 pandemic has set off a number of shifts in the labor market that have given workers more power. Labor participation rates fell sharply early in the pandemic and still have not recovered to pre-pandemic levels. The Great Resignation saw millions of workers leave their jobs in search of better pay or working conditions. With the labor market still tight, employers have struggled to recruit and retain employees. In this context, workers have been organizing at rates not seen in decades. One of the most high-profile examples is the union drive at Starbucks stores across the U.S. over the last year. Around 250 Starbucks locations have voted to unionize since the first Starbucks union formed in Buffalo, NY late in 2021. Employees at other major companies have also attempted unionization, including retail and factory workers at Apple and Amazon . And the trend extends to white collar industries like tech, academia, and media, where unionization has historically been limited. According to the National Labor Relations Board , 1,522 votes on unionization have taken place so far in 2022. This is the highest number of union elections since 2015 and an increase of more than 50% over 2021. The recent uptick in unionization could begin to reverse a decades-long decline in union membership rates. The peak of union membership over the last 50 years was in 1979, when 24.1% of American workers were union members. That figure has since fallen by more than half, with only 10.3% of workers in a union as of 2021. In raw numbers, there are nearly 7 million fewer union members in the U.S. now than there were in the late 1970s. Recent trends in unionization are significant to bother workers and employers. Unionization and collective bargaining materially affect the compensation and working conditions that workers experience, for better or for worse. Luigi Nicholas Mangione was arrested Monday in last Wednesday's attack on Brian Thompson after they say a worker at a McDonald’s in Altoona, Pennsylvania, alerted authorities to a customer who resembled the suspected gunman. When arrested, Mangione had on him a gun that investigators believe was used in the attack and writings expressing anger at corporate America, police said. As Mangione arrived at the courthouse Tuesday, he struggled with officers and shouted something that was partly unintelligible but referred to an “insult to the intelligence of the American people.” Mangione is being held on Pennsylvania charges of possession of an unlicensed firearm, forgery and providing false identification to police. Manhattan prosecutors have charged him with five counts, including murder, criminal possession of a weapon and criminal possession of a forged instrument. Here are some of the latest developments: Wearing an orange jumpsuit, Mangione mostly stared straight ahead during the hearing, occasionally consulting papers, rocking in his chair, or looking back at the gallery. Opinion: Why taxpayers deserve a public inquiry into Elections BC

Government departments are on a collision course with unions unsatisfied with proposals to raise pay for more than a million public sector workers by 2.8% next year. Inflation is predicted to average 2.5% this year and 2.6% next year, according to forecasts from the Office for Budget Responsibility. The British Medical Association said the Government showed a “poor grasp” of unresolved issues from two years of industrial action, and the Royal College of Nursing called the pay recommendation “deeply offensive”. The National Education Union’s chief said teachers were “putting the Government on notice” that the proposed increase “won’t do”. The pay recommendations came after Chancellor Rachel Reeves called for every Government department to cut costs by 5%, as she started work on a sweeping multi-year spending review to be published in 2025. Independent pay review bodies will consider the proposals for pay rises for teachers, NHS workers and senior civil servants. The Department of Health said it viewed 2.8% as a “reasonable amount” to set aside, in its recommendations to the NHS Pay Review Body and the Doctors’ and Dentists’ Remuneration Board remit groups. A 2.8% pay rise for teachers in 2025/26 would “maintain the competitiveness of teachers’ pay despite the challenging financial backdrop the Government is facing”, the Department for Education said. The Cabinet Office also suggested pay increases for senior civil servants should be kept to no more than 2.8%. Paul Johnson, director of the influential economics think tank the Institute for Fiscal Studies (IFS), said it was “not a bad ballpark figure” and feels “just about affordable” given the Government’s public spending plans. The downside, he said, is that public sector workers have lost out since 2010 and unions will be upset that this is not making up the gap, he told Sky News’ Politics Hub with Sophy Ridge. “But given the constraints facing the Chancellor I think it’s pretty hard to argue for more for public sector pay when public sector services ... are under real strain,” he said. Unions expressed their disappointment in the recommendations, with some hinting they could be willing to launch industrial action. The Royal College of Nursing general secretary and chief executive called for “open direct talks now” to avoid “further escalation to disputes and ballots”. Professor Nicola Ranger said: “The Government has today told nursing staff they are worth as little as £2 extra a day, less than the price of a coffee. “Nursing is in crisis – there are fewer joining and too many experienced professionals leaving. This is deeply offensive to nursing staff, detrimental to their patients and contradictory to hopes of rebuilding the NHS. “The public understands the value of nursing and they know that meaningful reform of the NHS requires addressing the crisis in nursing. “We pulled out of the Pay Review Body process, alongside other unions, because it is not the route to address the current crisis. “That has been demonstrated today. “Fair pay must be matched by structural reform. Let’s open direct talks now and avoid further escalation to disputes and ballots – I have said that directly to government today.” Professor Philip Banfield, chairman of the British Medical Association’s council, urged the sector’s pay review body to “show it is now truly independent”. “For this Government to give evidence to the doctors’ and dentists’ pay review body (DDRB) believing a 2.8% pay rise is enough, indicates a poor grasp of the unresolved issues from two years of industrial action,” he said. He said the proposal is far below the current rate of inflation and that the Government was “under no illusion” when doctors accepted pay offers in the summer that there was a “very real risk of further industrial action” if “pay erosion” was not addressed in future pay rounds. “This sub-inflationary suggestion from the current Government serves as a test to the DDRB. “The BMA expects it to take this opportunity to show it is now truly independent, to take an objective view of the evidence it receives from all parties, not just the Government, and to make an offer that reflects the value of doctors’ skills and expertise in a global market, and that moves them visibly further along the path to full pay restoration.” The NEU’s general secretary, Daniel Kebede, said teachers’ pay had been cut by more than one-fifth in real terms since 2010. “Along with sky-high workload, the pay cuts have resulted in a devastating recruitment and retention crisis. Teacher shortages across the school system hit pupils and parents too. “A 2.8% increase is likely to be below inflation and behind wage increases in the wider economy. This will only deepen the crisis in education.” In a hint that there could be a return to industrial action he added: “NEU members fought to win the pay increases of 2023 and 2024. “We are putting the Government on notice. Our members care deeply about education and feel the depth of the crisis. This won’t do.” The offer for teachers is the “exact opposite of fixing the foundations” and will result in bigger class sizes and more cuts to the curriculum, Pepe Di’Iasio, general secretary of the Association of School and College Leaders, said: “The inadequacy of the proposed pay award is compounded by the Government’s intention that schools should foot the bill out of their existing allocations. “Given that per-pupil funding will increase on average by less than 1% next year, and the Government’s proposal is for an unfunded 2.8% pay award, it is obvious that this is in fact an announcement of further school cuts.” Paul Whiteman, general secretary at school leaders’ union NAHT, said: This recommendation falls far short of what is needed to restore the competitiveness of the teaching profession, to enable it to retain experienced professionals and attract new talent. Brazil’s 2026 presidential election may offer a field of candidates featuring neither incumbent Luiz Inacio Lula da Silva nor far-right rival Jair Bolsonaro. That scenario — possible, given Lula’s state of health and a ban on Bolsonaro holding public office — would present a novel situation and open the door to possible successors. Lula, 79, is currently in hospital, recovering from emergency surgery on Tuesday to relieve pressure from bleeding under his skull related to a bad fall he had in October. Previously, Lula had treatment in 2011 for throat cancer, and last year a hip replacement operation. The health woes undermine the robust image that the raspy-voiced leftist icon has long projected, and which galvanized voters to have him as their president between 2003 and 2010, and again since 2023. In a CNN interview last month Lula declared himself willing to run again if no other viable left-wing candidate emerged. “I hope it won’t be necessary,” he said. The consequences of falling for a romance scam can be devastating, both financially and emotionally. They're something a 67-year-old woman who now lives in her car in Vista knows all too well. Katherine Goodson told NBC San Diego that she sent thousands of dollars to scammers, thinking it was for actor Keanu Reeves. She decided to share her story to prevent others from losing it all, as she did. Before you make any judgments, you should know that romance scams are very common. According to the San Diego County District Attorney’s Office, $1.1 billion was lost to romance scams in the U.S. In 2023, San Diego County victims lost $1.3 million. “There is nothing that hasn’t already been done to make me feel any worse,” Goodson said when NBC San Diego warned her she may receive unkind comments on this story. An internet search shows victims all over the country who've fallen for celebrity romance scams, with Keanu Reeves one of the more popular actors scammers like to imitate. His reps have said in the past that he doesn’t have any social media accounts. “Unfortunately, I wasn’t maybe listening to the warning signs,” Goodson said. “I don’t blame anyone but myself.” So how did Goodson end up here? She said it all started in 2022 when she connected with someone claiming to be Reeves. He asked her to send him a $500 gift card to prove she wasn’t just interested in his fame and money. “I did send it, but said, ‘I want to hear your voice,’ and once I heard his voice, I said, ‘You’re not him,’ and I blocked him,” Goodson said. Goodson posted a warning on social media about how she was duped by an imposter. Then, she received a message from the real Reeves – or so she thought – saying he felt awful that she lost money to a scam. They started messaging, and, she said, they fell in love: “He wanted to marry me.” Goodson showed NBC San Diego dozens of receipts for Bitcoin and gift card transactions, as well as wire transfers, a total of tens of thousands of dollars she thought she was sending to Reeves and his team over two years. When asked how she was convinced to send money over and over again, Goodson responded, “Well, No. 1: I was lonely.” Goodson said she constantly asked to speak with or meet Reeves in person, but there was always an excuse. She said the scammers always had a good reason why she needed to send money, too. While it seems hard for Goodson to explain now, she said it all made sense to her in the moment. “The scammers are really, really, really good,” said Temple University Professor Aunshul Rege, who studies romance scams. “This is not like any other type of financial scam where they get your money and you’re done,” Rege said. “They also rob you of the very essence of what makes a human.” Rege said it’s common for them to isolate you and get you into a communication platform of their choice. Another red flag is if they are overly affectionate. “It’s called love bombing," Rege said. "And what they do, they’re just showering you with all this attention and affection.” Then the scammer will ask for something, usually gift cards. If they refuse to meet with you, that’s another big red flag. Goodson said the messages turned hostile in August when she ran out of money, and that’s when she finally fully accepted it as all a scam. “It was just a mess,” Goodson said. “It was mind-boggling to the point that I didn’t know my head from anything.” Goodson has a long road ahead to get back on her feet, but she’s ready to do it on her own: “I've got 29 miles of gas left in my car, and that’s the lowest I’ve ever been.”

Forthright and fearless, the Nobel Prize winner took pot-shots at former prime minister Tony Blair and ex-US president George W Bush among others. His death came after repeated bouts of illness in which images of the increasingly frail former president failed to erase memories of his fierce spirit. Democrat James Earl “Jimmy” Carter Jr swept to power in 1977 with his Trust Me campaign helping to beat Republican president Gerald Ford. Serving as 39th US president from 1977 to 1981, he sought to make government “competent and compassionate” but was ousted by the unstoppable Hollywood appeal of a certain Ronald Reagan. A skilled sportsman, Mr Carter left his home of Plains, Georgia , to join the US Navy, returning later to run his family’s peanut business. A stint in the Georgia senate lit the touchpaper on his political career and he rose to the top of the Democratic movement. But he will also be remembered for a bizarre encounter with a deeply disgruntled opponent. The president was enjoying a relaxing fishing trip near his home town in 1979 when his craft was attacked by a furious swamp rabbit which reportedly swam up to the boat hissing wildly. The press had a field day, with one paper bearing the headline President Attacked By Rabbit. Away from encounters with belligerent bunnies, Mr Carter’s willingness to address politically uncomfortable topics did not diminish with age. He recently said that he would be willing to travel to North Korea for peace talks on behalf of US President Donald Trump. He also famously mounted a ferocious and personal attack on Tony Blair over the Iraq war, weeks before the prime minister left office in June 2007. Mr Carter, who had already denounced George W Bush’s presidency as “the worst in history”, used an interview on BBC radio to condemn Mr Blair for his tight relations with Mr Bush, particularly concerning the Iraq War. Asked how he would characterise Mr Blair’s relationship with Mr Bush, Mr Carter replied: “Abominable. Loyal, blind, apparently subservient. “I think that the almost undeviating support by Great Britain for the ill-advised policies of President Bush in Iraq have been a major tragedy for the world.” Mr Carter was also voluble over the Rhodesia crisis, which was about to end during his presidency. His support for Robert Mugabe at the time generated widespread criticism. He was said to have ignored the warnings of many prominent Zimbabweans, black and white, about what sort of leader Mugabe would be. This was seen by Mr Carter’s critics as “deserving a prominent place among the outrages of the Carter years”. Mr Carter has since said he and his administration had spent more effort and worry on Rhodesia than on the Middle East. He admitted he had supported two revolutionaries in Mugabe and Joshua Nkomo, and with hindsight said later that Mugabe had been “a good leader gone bad”, having at first been “a very enlightened president”. One US commentator wrote: “History will not look kindly on those in the West who insisted on bringing the avowed Marxist Mugabe into the government. “In particular, the Jimmy Carter foreign policy... bears some responsibility for the fate of a small African country with scant connection to American national interests.” In recent years Mr Carter developed a reputation as an international peace negotiator. He won the Nobel Peace Prize in 2002 for his commitment to finding peaceful solutions to international conflicts, his work with human rights and democracy initiatives, and his promotion of economic and social programmes. Mr Carter was dispatched to North Korea in August 2008 to secure the release of US citizen Aijalon Mahli Gomes, who had been sentenced to eight years of hard labour after being found guilty of illegally entering North Korea. He successfully secured the release of Mr Gomes. In 2010 he returned to the White House to greet President Barack Obama and discuss international affairs amid rising tensions on the Korean peninsula. Proving politics runs in the family, in 2013 his grandson Jason, a state senator, announced his bid to become governor in Georgia, where his famous grandfather governed before becoming president. He eventually lost to incumbent Republican Nathan Deal. Fears that Mr Carter’s health was deteriorating were sparked in 2015 when he cut short an election observation visit in Guyana because he was “not feeling well”. It would have been Mr Carter’s 39th trip to personally observe an international election. Three months later, on August 12, he revealed he had cancer which had been diagnosed after he underwent surgery to remove a small mass in his liver. Mr Obama was among the well-wishers hoping for Mr Carter’s full recovery after it was confirmed the cancer had spread widely. Melanoma had been found in his brain and liver, and Mr Carter underwent immunotherapy and radiation therapy, before announcing in March the following year that he no longer needed any treatment. In 2017, Mr Carter was taken to hospital as a precaution, after he became dehydrated at a home-building project in Canada. He was admitted to hospital on multiple occasions in 2019 having had a series of falls, suffering a brain bleed and a broken pelvis, as well as a stint to be treated for a urinary tract infection. Mr Carter spent much of the coronavirus pandemic largely at his home in Georgia, and did not attend Joe Biden’s presidential inauguration in 2021, but extended his “best wishes”. Former first lady Rosalynn Carter, the closest adviser to Mr Carter during his term as US president, died in November 2023. The announcement came after the opposition Democratic Party blocked Yoon’s government budget bill and submitted impeachment motions against members of his Cabinet. Legislation that would weaken the powers of North Carolina’s incoming governor and other Democrat officials cleared both chambers of the state’s Republican-controlled Legislature this week. The bill would strip authority from the soon-to-be governor, Democrat Josh Stein, to appoint members to the State Board of Elections. Currently, the governor appoints all five members of the board—including three from his own party—based on the recommendations of the Democratic and Republican parties. California lawmakers have been strong opponents of any federal law superseding their strong state policy, and this dispute prompted former House Speaker Nancy Pelosi, a California Democrat, to frustrate an earlier attempt to pass a federal law. California’s Democrat-dominated delegation will have less influence now, however. The Trump administration’s lighter approach to regulation will inform its approach to artificial intelligence, as well. This is more than previous estimates, which suggest that each cigarette shortens a smoker’s life by 11 minutes. The new estimates, which suggest that each cigarette leads to 20 minutes loss of live on average across both genders, are based on more up-to-date figures from long-term studies tracking the health of the population. Researchers from University College London said that the harm caused by smoking is “cumulative” and the sooner a person stops smoking, and the more cigarettes they avoid smoking, the longer they live. The new analysis, commissioned by the Department for Health and Social Care, suggests that if a 10-cigarettes-a-day smoker quits on January 1, then by January 8 they could “prevent loss of a full day of life”. By February 20, their lives could be extended by a whole week. And if their quitting is successful until August 5, they will likely live for a whole month longer than if they had continued to smoke. Furthermore, Israel ranks the highest in terms of the ‘Country Startup Friendliness Index’, making it a very favourable location for new businesses. These findings are based on research by Hostinger . The company analysed the best countries for early-age entrepreneurs by examining multiple factors. First, data on the average age of startup founders in each country was collected to identify which nations have younger entrepreneurs. The countries were then ranked from youngest to oldest based on founder age. To further assess startup friendliness, the researchers gathered data on additional factors, including the cost to start a business, the ease of doing business index, the time required to start a business, and the Country Startup Friendliness Index. Finally, the countries were ranked based on their overall startup environment, focusing on those offering the most supportive conditions for young entrepreneurs. This produced the following ranking: Canada tops the list and its strong business environment offers both ease of entry and moderate startup costs, making it an ideal destination for young entrepreneurs. The Direct File program will also accept more types of tax situations for the 2025 tax season. While taxpayers who used the system in 2024 could claim a handful of tax credits, including the earned income tax credit and the child tax credit , that list is expanding in 2025 to include the child and dependent care credit , among others. An estimated 30 million taxpayers will qualify for the Direct File program in 2025, the IRS says. More than 140,000 taxpayers filed their federal tax returns through the Direct File program in 2024. AB-PMJAY: Action against hosps for refusing treatmentA former Penticton support worker who claimed discrimination for refusing to take the COVID-19 vaccine has had her complaint against the B.C. General Employees' Union dismissed by the Labour Relations Board. According to the Nov. 22 decision, Amie Harbor claimed that her employer had constructively dismissed her for failing to disclose her vaccination status, and alleged that the union had provided bad faith and discriminatory representation when she filed a grievance with them. Harbor started work for Thomspon Community Services (TCS) in 2018 and stopped in 2021 after the public health order requiring vaccinations against the ongoing COVID-19 pandemic went into effect. Ahead of the order coming into effect, Harbor declined to share her vaccination status with her employer and had informed them that she was seeking an accommodation due to her "strongly and conscientiously held political beliefs" that align with those of the BC Libertarian Party. To support her request, she attached a letter of support from Keith MacIntyre, the party's leader. According to the Labour Relations Board's decision, Harbor's employer then informed her that before it could make an accommodation assessment, needed her to disclose her vaccination status. TCS also requested evidence of more long-term involvement with the BC Libertarians, asking for any membership receipts or documentation. "In terms of the letter of this date from Mr. MacIntyre, we have received several very similar letters and will require more substantive evidence of your long-term political belief and participation with the British Columbia Libertarian Party," TCS was quoted as saying. TCS also noted in its reply to Harbor's accommodation request that she should notify the union of her request and also asked how her case was different from a BC Human Rights Tribunal case heard already that year. Harbor did not provide any of that information, and once the deadline arrived, was placed on an unpaid leave due to failing to meet the requirements of the provincial health order. A year later, Harbor went to the union to ask about filing a grievance over the issue. The union then contacted TCS, which informed both them and Harbor that it remained willing to end the leave should the public health order be lifted or if Harbor discloses her vaccination status for TCS to do an assessment. A month after that, Harbor officially filed a grievance claiming that TCS had constructively dismissed her from employment, discriminated against her, psychologically harassed and terminated without cause. All of the claims were denied by TCS, and the union initially forwarded the case to arbitration, before deciding otherwise. A staff representative then informed Harbor that the union had decided against going to arbitration after further review and multiple other arbitrations that had found ineligibility to work under a public health order offering just cause for termination. Harbor then appealed the decision not to go to arbitration to the Union's Area Grievance Appeal Committee, which finally dismissed the appeal in February of 2024. The provincial appeal committee declined to hear a further appeal of the area committee's decision. As a result, Harbor brought forward a complaint against the union, claiming that they had made representations and responded to her grievance based on "a pre-determined, discriminatory position regarding employees and vaccine choice." To back up her argument, she pointed to publications made by the union in advance of the public health order taking effect which had sections pointing out accommodations could be applied for on a medical basis, which Harbor argued disregarded political beliefs. The Labour Relations Board rejected Harbors arguments, stating that the staff representative had explicitly considered her accommodation request for her political beliefs, and came to the decision not to advance the grievance to arbitration due to a lack of compelling evidence of success. "Similarly, the GAC considered the issue of the applicant’s request for an exemption due to her political belief in its decision dated February 1, 2024," reads the Board's decision. "Again, there is no indication in the GAC’s response to the Applicant that it relied on a view that there could be, or should be, no exemptions for pollical beliefs." Two Capital High students have been arrested on suspicion of appearing in a social media video showing one student holding a firearm in a school bathroom. The Santa Fe Police Department received a call about the video Tuesday, prompting Santa Fe Public Schools to lock down Capital High, police said in a news release. Officers then conducted a sweep of the school in search of students involved. Leonardo Lemus Chavez and Yonathan Gonzalez-Gonzalez, both 16, were identified as the teens tied to the video, Chavez as the one holding the gun and Gonzalez as the one recording, the news release states. Detectives found the boys at their homes, where they took them into custody. Officers recovered a Glock 43 handgun with an extended magazine from Gonzalez's home, according to the news release. Both students are charged with unlawful carrying of a deadly weapon on school premises, a fourth-degree felony, in addition to petty misdemeanors of unlawful carrying of a handgun, and unlawful bomb scares and shooting threats. Attorney General Raúl Torrez has unsuccessfully attempted to elevate the threat charge to a fourth-degree felony to combat school threats. Gonzalez and Chavez were booked into the San Juan County Juvenile Detention Center. “The Santa Fe Police Department takes these types of school threats seriously and will investigate all threats on social media regarding the safety of the children in this community,” the news release states. Police ask anyone with information about the case to contact the police department at 505-428-3710 or Detective Francisco Alvarado at 505-955-5251.The U.S. Supreme Court on Tuesday will hear arguments in a yearslong legal battle over a contentious proposed railroad that could send tens of millions more gallons of crude oil along the Colorado River, including near the critical water source’s headwaters in Colorado. Opponents of the 88-mile Uinta Basin Railway — led by Colorado’s Eagle County — successfully halted the Utah project when a federal appeals judge in 2023 agreed with their arguments that the potential environmental impacts of the rail line had not been sufficiently analyzed. But the coalition of private companies and seven Utah counties supporting the project petitioned the Supreme Court to review the appeals judge’s decision. In June, the nation’s highest court accepted their petition and said it would consider how far federal agencies must go in analyzing potential environmental impacts. If constructed, the rail line would connect Utah’s oil fields to the national rail network. It would greatly increase the amount of crude oil transported across Colorado and on to the refineries on the Gulf Coast. The project would allow oil producers to send up to 350,000 barrels of crude oil a day on nine more trains — each stretching as long as two miles — on the tracks along Colorado’s Interstate 70, which follows the Colorado River for hundreds of miles. A dozen local governments in Colorado , across political divides, and the state’s attorney general filed briefs in the case urging the Supreme Court not to change the decision issued by the U.S. Court of Appeals for the D.C. Circuit. They also argue in favor of maintaining the federal environmental law in question, the National Environmental Policy Act. “The project raises the risk of leaks, spills, or rail car accidents immediately adjacent to the headwaters of the Colorado River, the most critical water source for the state’s residential communities, and agricultural and outdoor recreation sectors,” Attorney General Phil Weiser‘s brief states . “The project’s risks to Colorado’s residents and natural resources have generated deep concern and strong opposition from across the state.” The justices will hear from both sides Tuesday morning, but a decision is likely weeks or months away. Justice Neil Gorsuch last week recused himself from the case after ethics watchdogs noted his ties to Colorado billionaire Philip Anschutz , whose companies could profit if the railway is built, according to reporting from The New York Times. Construction on the project could not begin even if the Supreme Court sides with the railway project because the court is analyzing only one of the reasons the lower court halted the railway. If the Supreme Court agrees with railway proponents’ arguments, the lower court will have to reassess its analysis and issue a new opinion. But conservationists fear the court could use the case to weaken one of the nation’s foundational environmental protection laws. The decision could lead to “a radical restriction of the way the government evaluates the environmental impact of decisions,” said Sam Sankar , the senior vice president of programs for the environmental legal group Earthjustice. At the heart of the litigation is whether the U.S. Surface Transportation Board — a federal agency that regulates railways — violated the National Environmental Policy Act by failing to analyze potential environmental impacts of the project outside of the immediate area of the proposed line. The federal appeals judge last year found that the board had violated the law and should have scrutinized potential threats to the Colorado River as well as increased wildfire risk caused by more train traffic. Lawyers for the Seven County Infrastructure Coalition, which is spearheading the rail project, argued that such a thorough analysis was not needed. The Surface Transportation Board should consider the immediate environmental impacts of a project, such as whether construction will displace bighorn sheep habitat or alter a mountain stream, the attorneys argued in their brief to the U.S. Supreme Court. But the board should not be required to analyze “imponderables such as whether the new rail might contribute to an accident hundreds or thousands of miles downline,” they wrote. “If a new rail line in Utah will displace habitat for bighorn sheep or alter the topography in ways that threaten a pristine mountain stream, the Surface Transportation Board must consider those issues,” the brief states. But the chance of a faraway crash or that “the new rail might ... somehow affect ‘environmental justice (in) communities (on) the Gulf Coast’ are not issues the Surface Transportation Board must run to ground.” The Colorado communities opposed to the new railway include Glenwood Springs, Grand County, Grand Junction, Avon, Basalt, Routt County and the Northwest Colorado Council of Governments, which represents 31 counties and municipalities in the northwest region of the state. They reject arguments that impacts on their communities shouldn’t be considered. The S&P 500 rose 0.2% from its all-time high set on Friday to post a record for the 54th time this year. The Dow Jones Industrial Average fell 128 points, or 0.3%, while the Nasdaq composite gained 1%. Super Micro Computer, a stock that’s been on an AI-driven roller coaster, soared 28.7% to lead the market. Following allegations of misconduct and the resignation of its public auditor , the maker of servers used in artificial-intelligence technology said an investigation found no evidence of misconduct by its management or by the company’s board. It also said that it doesn’t expect to restate its past financials and that it will find a new chief financial officer, appoint a general counsel and make other moves to strengthen its governance. Big Tech stocks also helped prop up the market. Gains of 1.8% for Microsoft and 3.2% for Meta Platforms were the two strongest forces pushing upward on the S&P 500. Laid off twice this year from Minnesota IT jobs, Deneen said he’s found it hard to snag the next gig. “Before I could have three, four offers lined up and would have to choose between them,” the Columbia Heights man said. “It’s like I’m struggling to even get a foot in the door in places that I’m more than qualified for.” Even with the state’s relatively low 3.5 percen unemployment rate, some mid-career Minnesotans and those just coming out of college are seeing a job market now that worries them. Recent layoffs at Cargill in the Twin Cities and last week’s announcement that Arctic Cat, the Minnesota snowmobile maker, will shutter its manufacturing operations next year in Thief River Falls and St. Cloud, have added to the anxiety. Analysts say Minnesota’s job market remains robust, but for some there’s a skills matchup problem as some sectors grow while others flatten or decline. “I’m not gonna lie, it’s been hard,” Deneen said of finding the next IT job. “I’ve had a lot of self-doubt now, like questioning is this really an industry I am good at? I’m at a point where, like, I’d love to get things moving.” She’s applied to post-undergrad internships and career-advancing work. She’s looking into publishing, creative writing spaces and museums and hopes a stint working in comedy clubs while at Harvard might intrigue an employer. The search and the uncertainty around it is a grind, she acknowledged. “I think, as time goes on, and this feels sad, but I think as time goes on, my belief in myself slowly drops a little bit more with more rejections, and so I feel like I’ll be applying to less and less competitive things as I move forward,” Hofstede said. ' Minnesota showed strong steady job growth coming out of the Great Recession in 2009, reaching nearly 3 million jobs by February 2020. The longest-lived American president died on Sunday, more than a year after entering hospice care , at his home in the small town of Plains, Georgia, where he and his wife, Rosalynn, who died at 96 in November 2023 , spent most of their lives, The Carter Center said. “Our founder, former U.S. President Jimmy Carter, passed away this afternoon in Plains, Georgia,” the center said in posting about his death on the social media platform X. A president from Plains A moderate Democrat, Carter entered the 1976 presidential race as a little-known Georgia governor with a broad smile, outspoken Baptist mores and technocratic plans reflecting his education as an engineer. His no-frills campaign depended on public financing, and his promise not to deceive the American people resonated after Richard Nixon’s disgrace and U.S. defeat in southeast Asia. “If I ever lie to you, if I ever make a misleading statement, don’t vote for me. I would not deserve to be your president,” Carter repeated before narrowly beating Republican incumbent Gerald Ford, who had lost popularity pardoning Nixon. Carter governed amid Cold War pressures, turbulent oil markets and social upheaval over racism, women’s rights and America’s global role. His most acclaimed achievement in office was a Mideast peace deal that he brokered by keeping Egyptian President Anwar Sadat and Israeli Prime Minister Menachem Begin at the bargaining table for 13 days in 1978. Seeking to broaden his world beyond Plains and its population of fewer than 1,000 — then and now — Carter won an appointment to the U.S. Naval Academy, graduating in 1946. That same year he married Rosalynn Smith, another Plains native, a decision he considered more important than any he made as head of state. She shared his desire to see the world, sacrificing college to support his Navy career. Carter climbed in rank to lieutenant, but then his father was diagnosed with cancer, so the submarine officer set aside his ambitions of admiralty and moved the family back to Plains. His decision angered Rosalynn, even as she dived into the peanut business alongside her husband. Carter again failed to talk with his wife before his first run for office — he later called it “inconceivable” not to have consulted her on such major life decisions — but this time, she was on board. “My wife is much more political,” Carter told the AP in 2021. He won a state Senate seat in 1962 but wasn’t long for the General Assembly and its back-slapping, deal-cutting ways. He ran for governor in 1966 — losing to arch-segregationist Lester Maddox — and then immediately focused on the next campaign. Carter had spoken out against church segregation as a Baptist deacon and opposed racist “Dixiecrats” as a state senator. Yet as a local school board leader in the 1950s he had not pushed to end school segregation even after the Supreme Court's Brown v. Board of Education decision, despite his private support for integration. And in 1970, Carter ran for governor again as the more conservative Democrat against Carl Sanders, a wealthy businessman Carter mocked as “Cufflinks Carl.” Sanders never forgave him for anonymous, race-baiting flyers, which Carter disavowed. Ultimately, Carter won his races by attracting both Black voters and culturally conservative whites. Once in office, he was more direct. “I say to you quite frankly that the time for racial discrimination is over,” he declared in his 1971 inaugural address, setting a new standard for Southern governors that landed him on the cover of Time magazine. 'Jimmy Who?' His statehouse initiatives included environmental protection, boosting rural education and overhauling antiquated executive branch structures. He proclaimed Martin Luther King Jr. Day in the slain civil rights leader’s home state. And he decided, as he received presidential candidates in 1972, that they were no more talented than he was. In 1974, he ran Democrats’ national campaign arm. Then he declared his own candidacy for 1976. An Atlanta newspaper responded with the headline: “Jimmy Who?” The Carters and a “Peanut Brigade” of family members and Georgia supporters camped out in Iowa and New Hampshire, establishing both states as presidential proving grounds. His first Senate endorsement: a young first-termer from Delaware named Joe Biden. Yet it was Carter’s ability to navigate America’s complex racial and rural politics that cemented the nomination. He swept the Deep South that November, the last Democrat to do so, as many white Southerners shifted to Republicans in response to civil rights initiatives. A self-declared “born-again Christian,” Carter drew snickers by referring to Scripture in a Playboy magazine interview, saying he “had looked on many women with lust. I’ve committed adultery in my heart many times.” The remarks gave Ford a new foothold and television comedians pounced — including NBC’s new “Saturday Night Live” show. But voters weary of cynicism in politics found it endearing. Carter chose Minnesota Sen. Walter “Fritz” Mondale as his running mate on a “Grits and Fritz” ticket. In office, he elevated the vice presidency and the first lady’s office. Mondale’s governing partnership was a model for influential successors Al Gore, Dick Cheney and Biden. Rosalynn Carter was one of the most involved presidential spouses in history, welcomed into Cabinet meetings and huddles with lawmakers and top aides. The Carters presided with uncommon informality: He used his nickname “Jimmy” even when taking the oath of office, carried his own luggage and tried to silence the Marine Band’s “Hail to the Chief.” They bought their clothes off the rack. Carter wore a cardigan for a White House address, urging Americans to conserve energy by turning down their thermostats. Amy, the youngest of four children, attended District of Columbia public school. Washington’s social and media elite scorned their style. But the larger concern was that “he hated politics,” according to Eizenstat, leaving him nowhere to turn politically once economic turmoil and foreign policy challenges took their toll. Accomplishments, and ‘malaise’ Carter partially deregulated the airline, railroad and trucking industries and established the departments of Education and Energy, and the Federal Emergency Management Agency. He designated millions of acres of Alaska as national parks or wildlife refuges. He appointed a then-record number of women and nonwhite people to federal posts. He never had a Supreme Court nomination, but he elevated civil rights attorney Ruth Bader Ginsburg to the nation’s second highest court, positioning her for a promotion in 1993. He appointed Paul Volker, the Federal Reserve chairman whose policies would help the economy boom in the 1980s — after Carter left office. He built on Nixon’s opening with China, and though he tolerated autocrats in Asia, pushed Latin America from dictatorships to democracy. But he couldn’t immediately tame inflation or the related energy crisis. And then came Iran. After he admitted the exiled Shah of Iran to the U.S. for medical treatment, the American Embassy in Tehran was overrun in 1979 by followers of the Ayatollah Ruhollah Khomeini. Negotiations to free the hostages broke down repeatedly ahead of the failed rescue attempt. The same year, Carter signed SALT II, the new strategic arms treaty with Leonid Brezhnev of the Soviet Union, only to pull it back, impose trade sanctions and order a U.S. boycott of the Moscow Olympics after the Soviets invaded Afghanistan. Hoping to instill optimism, he delivered what the media dubbed his “malaise” speech, although he didn’t use that word. He declared the nation was suffering “a crisis of confidence.” By then, many Americans had lost confidence in the president, not themselves. Carter campaigned sparingly for reelection because of the hostage crisis, instead sending Rosalynn as Sen. Edward M. Kennedy challenged him for the Democratic nomination. Carter famously said he’d “kick his ass,” but was hobbled by Kennedy as Reagan rallied a broad coalition with “make America great again” appeals and asking voters whether they were “better off than you were four years ago.” Reagan further capitalized on Carter’s lecturing tone, eviscerating him in their lone fall debate with the quip: “There you go again.” Carter lost all but six states and Republicans rolled to a new Senate majority. Carter successfully negotiated the hostages’ freedom after the election, but in one final, bitter turn of events, Tehran waited until hours after Carter left office to let them walk free. 'A wonderful life' At 56, Carter returned to Georgia with “no idea what I would do with the rest of my life.” Four decades after launching The Carter Center, he still talked of unfinished business. “I thought when we got into politics we would have resolved everything,” Carter told the AP in 2021. “But it’s turned out to be much more long-lasting and insidious than I had thought it was. I think in general, the world itself is much more divided than in previous years.” Still, he affirmed what he said when he underwent treatment for a cancer diagnosis in his 10th decade of life. “I’m perfectly at ease with whatever comes,” he said in 2015 . “I’ve had a wonderful life.
